二、 招標項目內(nèi)容：
 上海臨港新片區(qū)投資控股（集團）有限公司因資金需求，擬向有關部門申請發(fā)行金額為人民幣10億元公司債券、期限不超過5年（含），現(xiàn)通過本項目委托一家企業(yè)擔任本項目主承銷商（具體發(fā)行額度以實際發(fā)行金額為準）。主承銷商應提供債券相關發(fā)行的承銷服務，具體為采購人提供切實可行的公司債券的發(fā)行方案；負責協(xié)調(diào)組織律師、會計師等所有中介機構，形成債券發(fā)行團隊，統(tǒng)籌協(xié)調(diào)所有中介機構的各項工作，負責債券的申報及報批等相關工作；負責資金募集，和發(fā)行后服務。（具體內(nèi)容詳見第三章服務需求書）
Shanghai Lingang New Area Investment Holding (Group) Co., Ltd. due to capital requirements, intends to apply to relevant authorities for the issuance of RMB 1 billion corporate bonds with a term of no more than 5 years (inclusive). Now, through this project, it entrusts an enterprise to act as the lead underwriter of this project (the specific issuance amount is subject to the actual issuance amount). The lead underwriter should provide underwriting services related to the bond issuance, specifically providing the purchaser with a feasible issuance plan for corporate bonds; responsible for coordinating and organizing lawyers, accountants and all other intermediary agencies to form a bond issuance team, coordinating the work of all intermediary agencies, and being responsible for the application and approval of the bond issuance and other related work; responsible for raising funds and providing post-issuance services. (For specific details, please refer to Chapter 3 of the Service Requirements Document) 
三、 投標人資格
 1.滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
2.落實政府采購政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項目不是專門面向中小企業(yè)采購，評審時小型和微型企業(yè)產(chǎn)品享受10%的價格折扣；（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
3.本項目的特定資格要求：
（1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
（3）須系我國境內(nèi)依法設立的法人或非法人組織；
（4）投標人須具備《中華人民共和國經(jīng)營證券期貨業(yè)務許可證》；
（5）本項目不允許轉包。

2. Qualification requirements for implementing government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises. During the evaluation, products from small and micro enterprises will enjoy a 10% price discount; (2) Support for welfare units for the disabled, and treat them as small and micro enterprises.
3. Specific qualification requirements for this project:
(1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China.
(2) Not be listed as a dishonest executive, a major tax violation entity, or a serious violator of government procurement laws on Credit China (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn).
(3) Must be a legal person or non-legal person organization established in accordance with the laws of the People's Republic of China.
(4) The bidder must hold a License for Operating Securities and Futures Business of the People's Republic of China.
(5) Subcontracting is not allowed for this project.
